Amended QuikTrip Ordinance to be Tabled or Deleted at Council Meeting

The council was waiting to hear the MRH school board's opinion on the amended ordinance.

When the Maplewood City Council meets Tuesday night, it could have made the final vote to pass the amended QuikTrip PUD ordinance, but it won't.

The council voted in Nov. 2012, to allow QuikTrip to move its Maplewood store to the northwest corner of Manchester Road and Big Bend Boulevard, but a group opposed to the move gathered the needed signatures to force a referendum. That vote will take place on April 2 in the form of Proposition Q.

Councilman Shawn Faulkingham (Ward 3) reported in Patch that a few Council members, MRH School Board members, QuikTrip representatives, the landowner and a representative of the Referendum Committee met in Feb. to work on improving the safety aspects of the ordinance. Following the meeting, a revised ordinance was sent to the city council.

The revised ordinance was given two votes on March 12, with one more needed for passage.

The ordinance will not be voted on at the council meeting, according to Councilman Barry Greenberg (Ward 3), because the council didn't receive a reply from the school board when it asked for the board's opinion of the amended ordinance.

The amendment would have had to have gone to the Planning and Zoning Commission before the council's final vote. Planning and zoning would have held a special meeting prior to the council meeting if the council had received the school board's opinion on the amended ordinance.

Because there was no planning and zoning vote, the amended QuikTrip PUD ordinance needs to be "either tabled or deleted" from tonight's meeting agenda according to the agenda notes.

Faulkingham said the council will vote on the amendmended ordinance at the meeting following the April 2 vote on Proposition Q if it passes. If it fails the ordinance is repealed and the issue is dead for 120 days.

Other items on the agenda:

  • Public hearing for a Conditional Use Permit to operate Tint Tech, a window tinting business for vehicles and commercial and residential properties at 2814 S. Big Bend Boulevard.
  • Public hearing on a request for a Sunday liquor license for Boogaloo, at 7344 Manchester Road. 
  • A motion to approve a request for a Sunday liquor license for Boogaloo.
  • A resolution authorizing the City Manager to accept the bid of Recreonics Inc. in the amount of $15,698 to buy two portable aquatic lifts and two sets of ADA easy stairs. This would keep the Maplewood Family Aquatic Center ADA compliant.
  • An ordinance granting a Conditional Use Permit for Tint Tech.
  • A closed session is necessary to discuss a real estate matter.
