Why did Leroy Russo resign from P&Z?

Leroy Russo recently resigned from Brentwood P&Z due to "the craziness" of the board not following ordinances.  He stated to me that "you would not believe what kind of stuff goes on." He referenced substantive conflicts of interest between City Hall and it's dealings, specifying Eagle Bank and ongoing non-residential projects.  Are we still a residential community with some commercial involvements, or are we slowly being 'hood winked' by conflicts of interests attritioning us to the status of a large strip mall?
