St. Louis city-based Development Strategies will perform a cost-benefit analysis of Hadley Township developments proposed by Menards and Pace Properties. Richmond Heights City Council authorized the formation of a contract with the consultant at its April 16 meeting. According to a letter sent from Larry Marks, a principal at the company, to City Manager Amy Hamilton the analysis will: Section 99-810(5) of the Missouri Revised Statutes requires such an analysis before a city can approve a redevelopment plan. The Richmond Heights Tax Increment Financing (TIF) Commission will review the study as it discusses whether to approve the taxpayer financing packages by Menards and Pace Properties.
