Two Maplewood bars and a bowling alley currently allow smoking. The St. Louis County Council may vote to change that.
According to the St. Louis Post-Dispatch, St. Louis County Councilman Mike O’Mara plans to introduce legislation Tuesday to apply the St. Louis County smoking ban to all bars and restaurants equally, including the county casinos. Three Maplewood businesses would be effected. Brentwood has already banned smoking in all bars and restaurants. Has a smokey environment kept you from any of these Maplewood businesses? What about smokers' rights?

The Parks Department will present a business plan to the St. Louis County Council after being the center of the 2012 budget discussion.
St. Louis County officials will hear a business plan for the Parks Department seven months after County Executive Charlie Dooley first threatened to close 23 county parks and lay off more than 170 employees, citing a budget crisis. The meeting will take place Tuesday at 4:30 p.m. in the St. Louis County Council conference room at 41 South Central Avenue in Clayton. Members of the county council—led by then-chairman Steve Stenger (D-Affton)—vehemently opposed Dooley’s initial 2012 budget proposal and questioned his office’s claim of a $10 million deficit. Parks activists also protested the closures, leading to several petitions and a rally outside county headquarters in Clayton. After forming a special budget committee, the council and …

If approved, the funds will go towards community development in Maplewood.
Maplewood City Council approved a request made by City Manager Marty Corcoran to apply for $64,000 in funding from a Community Development Block Grant at last Tuesday night's regularly scheduled meeting. A public hearing was held at the meeting to provide residents the opportunity to give input on how to allocate the funds, should they be approved, though no one spoke. Of the $64,000, council members would like $39,000 to go towards a home improvement program, $20,000 for sidewalk improvement and $5,000 for backstops in Kellogg Park, Corcoran said. A city memo states it is uncertain if the federal government will continue to fund the block grant program, but Corcoran isn't worried. "That's the way it's been for the past five years or so," …

Clayton Farmer's Market manager Deb Henderson has asked for a review of the bill's wording on liability, dogs and operating days.
A vote on a proposed St. Louis County farmers market bill has been postponed so the County Council can review changes proposed by Clayton's market manager. The council has been reviewing the issue for months in cooperation with market officials and the St. Louis County Department of Health. In a letter dated March 23, Deb Henderson of the Clayton Farmer's Market wrote that the wording of the bill is problematic because it will: The council had been scheduled to give the measure final approval Tuesday. But members agreed to hold on voting to address Henderson's concerns. Henderson recommended in the letter that the bill be updated so that the market—not the manager—is liable for any violations of health code. Her other recommendations: …

A bill written by the St. Louis County Department of Health contained some surprises, market masters said, and they let the County Council know about it Tuesday night.
The St. Louis County Council put on hold a comprehensive bill overseeing how farmers markets in the county do business during a meeting Tuesday. Market masters have argued that vendor fees are prohibitively high and the application process lengthy. County Councilman Pat Dolan (D-Richmond Heights) introduced a bill written by the county Department of Health designed to address those and other issues. Market masters from Clayton, Webster Groves and Maplewood spoke to the council Tuesday night. They said the bill makes some fixes but leaves concerns. One concern is that the bill would limit markets to seven months a year, a component of the bill that apparently surprised even council members. Maplewood market master Brian DeSmet told the …

A budget proposed by County Executive Charlie Dooley includes the closure of 23 St. Louis County parks.
Tensions rose Tuesday night at St. Louis County Council’s second special budget committee meeting when County Executive Charlie Dooley stood by his 2012 proposed budget, which includes the closure of 23 St. Louis County Parks. The budget, which has been largely criticized by Council Chairman Steve Stenger, also included laying off 173 employees in both the parks and code enforcement division. “Being the chairman of the county council does not give you the knowledge of the county budget in one year,” Dooley said. “You can’t know what you need to know.” Dooley said he hasn’t received anything from Stenger as the chairman. Stenger asked Dooley to elaborate on what he hasn’t provided to Dooley. “I haven’t received a plan from the chair about …

The talks follow County Executive Charlie Dooley's abandonment of a property tax increase proposal.
After abandoning an effort to boost property taxes, St. Louis County Executive Charlie Dooley said Tuesday he’s still working with council members on the budget. But Dooley wouldn’t provide specifics on what the proposal might be, referencing continuing talks with council members. “We’re in that process now,” Dooley said. “I’m not going to comment because we’re in the process now of the budget process. Until we get to that point, we won’t know.” Dooley said there has to be a budget before the council by Nov. 1. The plan—which involved raising property taxes to pay for employee raises, among other expenses—got scrapped after a backlash from members of the council. Dooley apologized at a recent meeting, saying he did not communicate well …
The council will consider whether to put a bond issue before voters as early as April that would fund the construction of a new St. Louis County Family Court Center in Clayton.
Members of the St. Louis County Council showed unanimous support on Tuesday for a resolution supporting construction of a new St. Louis County Family Court Center. The St. Louis Post-Dispatch reported Tuesday that council members have begun the process of putting a $100 million bond issue on the April ballot to build a new family courts building and to refurbish the St. Louis County Courts Building. County Council Chairman Steve Stenger (D-South St. Louis County) told the Post-Dispatch that a resolution expressing support for the project is the first step to getting the measure on the ballot. That resolution passed the council Tuesday without opposition. Councilwoman Hazel Erby (D-University City) said in an interview after the council …

Mayor Pat Kelly drafted a letter that was presented to St. Louis County Council on Tuesday.
CLAYTON — On Tuesday, St. Louis County Council received a resolution from the City of Brentwood aimed at getting county-owned Brentwood Boulevard repaired. In mid-August, the Brentwood Board of Aldermen passed a resolution asking the County Council to “repave and restripe Brentwood Boulevard within the city of Brentwood as previously promised by St. Louis County.” The resolution noted that the city has received complaints about Brentwood Boulevard’s condition and that it received oral and written commitments to refurbish the road. “As expressed by the board, Brentwood Boulevard is a heavily traveled roadway that is in dire need of repair,” stated Brentwood Mayor Pat Kelly in a letter. “Safety is the major reason for your immediate …

The change of course appears to have cooled tensions between St. Louis County Executive Charlie Dooley and members of the St. Louis County Council.
CLAYTON — A schism between St. Louis County Executive Charlie Dooley and members of the St. Louis County Council appears to have been averted. Roughly two weeks after the Democratic county executive appeared ready to increase property taxes in order provide raises for county employees and avoid layoffs, Dooley indicated that he had put the kibosh on the proposal. “I think that’s off the table for right now,” Dooley said during his report to the council. It happened during the council's Tuesday meeting at the Lawrence K. Roos Government Building in Clayton. The proposal to raise property taxes by 2.3 cents sparked an antagonistic reaction from council members, including Democrats such as County Council President Steve Stenger (D-…
