On the article Petty Thefts Dominate Fenton Police Report

Crime IS down in Fenton, but shoplifting has been, and apparently always will be a problem, especially when people are pilfering items they can sell to purchase drugs. And if the biggest problem in Fenton is shoplifting at Walmart, I'd say the Fenton Precinct has a pretty good handle on crime in the city. Of course they'd be less effective all -around if they spent staff hours stationing an officer inside Walmart watching people pocket what they can. Besides, I'm not sure the police department is charged with preventing crime in the first place.
